Cadet Breasal was taking a walk through the farther ends of the tunnels when she found some lost loner kits, and took them back to the Regime. They don't see her too much.

Who, uh, doesn't want an insane parent? He won the terrified litter of kits during one of his parties, and proudly brought them home to the Regime, all covered in blood and crying. Poor things.
